Following a consultation with residents, the Advisory Group have submitted a petition to form a new Parish Council to Winchester City Council. The new parish council would cover the area of the West of Waterlooville development. This would be instead of the area being split between Denmead and Southwick and Widley Parish Council. The next step will be for Winchester City Council to carry out a Community Governance Review (CGR) with the results due by June 2018.
There are no parishes in the borough of Havant, however residents who live within three miles of a parish are eligible to be an elected Parish Councillor. However only residents within the parish boundary can vote for their councillors.
At the Forum on the 2nd October it was agreed that the Advisory Group would increase the number of Resident Members and look to create a Shadow Council. The Shadow Council would start once (and if) the CGR is concluded and finds a new Parish Council can be set up. The Shadow Council would have no powers or authority, although it will make recommendations to Denmead and Southwick and Widley Parish Councils. It would also provide potential councillors with a period of training to understand the role and requirements.
